The reason at the 10:13 mark she's talking about is because, in that 'historic reenactment', the Somalis were taught to hit the tail rotors by Chechens who, in turn, were trained by Afghani fighters who learned that tactic when the Soviets fought in their Afghanistan war. Side note; the Department of Defense was highly supportive of the making of Black Hawk Down. All of the aviators were from 160th SOAR, and some of them were veterans of the actual operation.

In the west coast gangs will alway exist for many reasons one of many is that there's a ton of money to be made from people's misery. Those in power as a whole wouldn't benefit if the poorest people got out of poverty, the prison industry wouldn't thrive, the government agencies wouldn't receive their big budgets for their toys and privacy violating tech disguised as "for the greater good to fight crime", the neighborhoods that have been ravaged by gangs and crime wouldnt be so cheap to buy for Blackrock, Vanguard, and State Street, to come and purchase entire subdivisions for pennies on the dollar and gentrify those same areas, the blatant stupification of minorities is a real thing.
